In order to obtain a dog license, you need to show certificate of rabies vaccination. A 1 year tag and a 3 year tag may be purchased based on when the rabies vaccination expires. A one year tag is .00 and a three year tag is .00.

Individuals who are 60 years of age or older with a minimum income of $14,500 or more are welcome to apply. Please include proof of income, a copy of your photo ID and a $25.00 application fee with your application.

Effective January 1, 2018 - new residents are not permitted to smoke. NO PETS ALLOWED


  • One bedroom apartments are $530 monthly.
  • Two bedrooms apartments are $595 monthly.
  • Gas, Electric, Telephone and Cable are not included.
  • Refundable, one-time security deposit for a one bedroom (570 sq. ft.) is $795, a two bedroom (800 sq. ft.) is $893.
  • non-refundable Cleaning Fee of $160 will be added to the above security deposit amount.

Units include washers and dryers, stoves, refrigerator, dishwasher, garbage disposal, and storage unit.

Bus services are available. The complex is within walking distance to local shopping centers. Parks and Recreation activites are also available in an adjacent building.Spacious libraries are open to all residents free of charge. Monthly newsletters are distributed to each resident with the latest up-to-date information on events and activities in both senior complexes.

Stilwell Manor is a 120 unit low income apartment building owned and operated by the City of Warren for it's Senior Citizen population. The minimum age limit for residency is 60 years old. Applicants must have been a Warren resident for at least two years. Income cannot exceed $20,000 for a single person and $28,000 for a couple. This would include social security, pension and interest drawn from any interest bearing accounts. Assets are not taken into account when applying.

There are 90 one bedroom apartments, 24 efficiency apartments and 6 two bedroom apartments. All apartments are equipped with beautiful carpeting, paint, stove, self-defrosting refrigerator, garbage disposals and air conditioners.

Effective January 1, 2018 - new residents are not permitted to smoke.


  • The one bedroom apartments rent for $408 per month. This includes all utilities except the telephone and cable television.
  • The efficiency apartments are one large room combining the living room and bedroom. They have a full bath and kitchen like the one and two bedroom apartments. The rent is $311 per month. This also includes utilities except for telephone and cable.
  • The two bedroom apartments are preferably rented to couples. In case of where there is not a couple, then the bedroom can be rented to a single person. This is very rare. The two bedroom apartments rent for $500 per month. This includes all utilities except telephone and cable.

There is a $160 non-refundable cleaning fee. The refundable security deposits once a person vacates the apartment are as follows.

  • Efficiency Apartment is $467
  • One Bedroom Apartment is $612
  • Two Bedroom Apartment is $750

The lease is a month-to-month lease which is updated only when there is a change in the lease, such as a rent increase.

There is a pull cord in all bathrooms for medical emergencies. All pull cord and fire alarms are monitored by a monitoring company. All apartments are equipped with sprinkling system and smoke detectors, which are checked each year. A full service maintenance crew is available for inside apartment repairs.

There are two full size coin operated washers and dryers on each floor. 

The one bedroom apartment is approximately 480 square feet. The efficiency apartment is 435 square feet. The two bedrooms are approximately 740 square feet. Very few 2-bedroom apartments available. 

The SMART Connector bus offers site to site bus service within the city limits. Free bus tickets are available to every senior citizen and handicap person in the City of Warren. Fun senior activities and events are always going on at both senior complexes! On-site spacious libraries are free of charge and open to all residents.

On Saturday, December 15, 2018 at 2:00 p.m., the Warren Civic Center Library will host the free program, “Christmas Chemistry.” Children ages 6-12 will celebrate the holidays with some fun science activities using everyday materials. CrAfter School (1st Friday of Each Month) 3:30 - 4:45 p.m. Busch Branch Library. January 4, 2019: It’s National Trivia Day! Stop by to test your trivia skills and to make a snowflake suncatcher. Winter Solstice Storytime on Wednesday, December 19, at 6:30 p.m. Children ages 3 to 11 are invited to celebrate (a few days early) the shortest and darkest day of the year with stories and a bird feeder craft! New Year’s Crafts on Friday, December 28, from 2:00 until 3:30 p.m. Happy (almost) New Year! Let’s make some crafts to ring in the new year in style. Children ages 3 to 11 are welcome. On Saturday, December 15, at 2:00pm the annual laying of wreaths on the graves of veterans will take place at Union Cemetery. There are 21 identified veterans’ graves including 11 Civil War veterans. The wreaths will be placed by local scouts as the names of the veterans are read. Please join us for this event honoring those who fought to keep our country free.

Children and their families are invited to wear their pajamas AND enjoy pancakes the Miller Library on Tuesday, January 8, from 6-7 pm. Join us for delicious stories, crafts, and eat pancakes for dinner! Ages 3-8. This program will meet in the Community Center Café next door to the library. With final exams coming up, teens can study or finish assignments at a dedicated study space in the Café next door to the Miller Library. The library will provide snacks, coffee, DIY stress-relief balls, a reference librarian, and of course, free Wi-Fi. Teens can drop in for either one or both days on Thursday, January 10, from 5:30-7:45 pm or Friday, January 11, from 2:00-4:45 pm. For 6th graders and up.     Volunteer opportunities with Great Lakes Caring Hospice include: providing companionship to hospice patients; offering pet hterapy (pet training required); assisting with clerical work in our office; sharing your talents (such as music, art, and crafts); providing bereavement or vigil support for patients' families; attending and helping with our Tea to Remember events; interviewing and recording patients with our Life Stories program; and more! We offer: placement in your area; local training; flexible scheduling; opportunities to anyone 17 years of age or older.     The Retired and Senior Volunteer Program invites seniors age 55 and older to "just do it"- make the call that can get you connected and change your life. If you have just a few hours a month, you can make life better right where you live. Change young lives by tutoring ormentoring students; help local nonprofit agencies; work in a community garden; get onboard as a hospital volunteer; or help a neighbor to continue to live independently with handyman skills.     Methodist Children's Home Society is recruiting foster homes within Macomb County so children who reside in that area can continue to reside there and within the school district once they are placed within foster care.
