CITY ASSESSOR
The City of Warren is seeking a qualified candidate for the position of City Assessor, MMAO Level 4 Certification. This position is responsible for directing and overseeing the Department, including management of staff, preparation and oversight of departmental budget and all administrative functions of the department.
Supervision Exercised: Supervise staff that is responsible for day-to-day operation of the department; monitor and evaluate the performance of staff; oversee special assignments, establish timetables and provide guidance on problem resolutions
Typical Example of Work:
Perform complex appraisals of commercial and industrial properties
Assist in the decisions regarding employee recruitment, hiring, training, promotions and disciplinary and/or termination actions.
Prepare necessary forms, reports, notices and warrants in order to establish annual tax levy, assist with financial planning and forecasting and comply with laws, rules and regulations.
Monitor and tabulate assessment roll activity; correlate and/or calculate data.
Prepare and defend assessments to taxpayers, Board of Review and the Michigan Tax Tribunal.
Perform on-going assessment and equalization analysis. Monitor and correlate information and reports from staff, communicate with outside agencies, identify and analyze trends and changes, verify and substantiate levels of assessment and resolve differences and discrepancies.
Develop shore and long-range department plans. Identify future needs through communication with staff, other city departments and governmental agencies; monitor and analyze changes in laws, rules and regulations; work with others to formulate goals and objectives and devise appropriate actions plans.
Maintain working relationships with all city departments, consultants and other entities of governments and related organizations.
Preparation of Assessment Rolls, Ad Volorem and Special Acts. Preparation of Tax Rolls, Summer and Winter, and preparation of Brownfield, TIFA, and DDA capture reports. The Assessing Department maintains more than 61,500 parcels, consisting of approximately 57,000 real and 4,500 personal property parcels. These include Ad Volorem, Industrial Facility Tax (IFT), Tax Increment Financing Authority (TIFA), Downtown Development Authority (DDA), Commercial Rehab and Commercial New (CRA & CFT) parcels, Brownfield Authority parcels, Tool and Die Renaissance Zone properties and parcels in a Neighborhood Enterprise Zone (NEZ) district.
Desirable Requirements:
Previous supervisory and administrative experience/training sufficient to effect knowledge of supervisory techniques; staff training, motivation and evaluation of budget preparation
Highly effective interpersonal skills necessary to deal with demanding public, staff and representatives from all city departments.
Requirements:
• Bachelor’s degree or equivalent in real estate assessment, taxation, municipal finance, accounting or related field.

• State of Michigan Level IV certification by the State Tax Commission.
o Copy of certification REQUIRED at the time of application
• A strong working knowledge of BS&A Assessing and Tax Programs, Apex, Microsoft and Excel software.
• Have 7+ years of experience in assessment administration with 5-7 years increasingly responsible experience in the assessment field in a comparable municipal environment involving advanced proficiency in complex commercial and industrial assessments; thorough knowledge of all areas of appraisal and assessments
• Ability to monitor state and federal legislation and rules affecting the Assessing Department and make recommendations for the implementation of new legislation
• A valid Michigan Driver’s License

Starting salary: $115,000/year – $126,779/year
