What is Section 3?
Section 3 is a legislative directive from the federal Department of Housing and Urban Development (HUD) that outlines requirements for awarding contract work to firms owned by or employing moderate-income people. While the City of Warren does not grant preferential treatment to firms in the award of contracts, Section 3 is used to help make those contracts more accessible and attainable for moderate-income people and firms who wish to bid on them.

City of Warren Section 3 Policy and Guidelines
The City of Warren Section 3 Policy and Guidelines outline key definitions, requirements and procedures relating to compliance with and participation in the Section 3 program.
Section 3 Self-Certification
To determine Section 3 eligibility and to self-certify yourself or your business, please visit HUD’s Section 3 Business Registry here. Joining this registry will place you on a database of eligible contractors, used by Warren and other Metro-Detroit communities to search for Section 3-eligible firms for government contracts.
Contracting Opportunities
To take advantage of available contracting opportunities with the City of Warren, all vendors, including Section 3 vendors, must register at the Michigan Intergovernmental Trade Network (MITN). On MITN, firms can browse current contracting opportunities within the City of Warren. Registration is free of charge.
