Housing Commission

Overview

The Warren Housing Commission was founded in 1967 to determine in what areas of the city it is necessary to provide proper sanitary housing facilities for families of low income and for the elimination of housing conditions which are detrimental to the public peace, health, safety, morals, and welfare.  The Warren Housing Commission was established to provide housing to tenants that are unable to pay for more expensive housing accommodations.

The Warren Housing Commission consists of five (5) members that are appointed by the mayor, serving five (5) year staggered terms, and serve without compensation.  The Warren Housing Commission has the following enumerated powers and duties:

  • Determine where it is necessary to provide low-income housing facilities and to eliminate detrimental housing conditions;
  • Purchase, lease, sell, exchange, transfer, assign and mortgage, real or personal property, or any interest therein, or to acquire the same by gift, bequest or eminent domain; to own, hold, clear and improve property; to engage in/contact for the design and construction, reconstruction, alteration, improvement, extension or repair of housing project, to lease or operate any housing project;
  • Control/supervise housing development parks/playgrounds, but may contract with other departments for operation/maintenance or either/both;
  • Establish/revise rents;
  • Rent only to those unable to pay for more expensive housing accommodations; and
  • Call on other departments to assist in duties, but reimburse for expense incurred.

The Warren Housing Commission will develop, manage, and maintain quality independent and affordable senior housing.

Objectives

  1. Supply a clean and safe living environment.
  2. Provide equal opportunity housing and to avoid discrimination in any matter or provisions of any service against any applicant because of race, color, religion, national origin or ethnic background, sex (including gender identity and sexual orientation), familial status, mental or physical disability, height, weight, or marital status.
  3. Connect and advocate on behalf of Warren Housing Commission Residents with Federal, State, and local senior service programs to better their quality of life.
  4. Lawfully deny the admissions or continued occupancy to individuals who presence in our building is likely to adversely affect the health, safety, or welfare of other residents or the physical environment to the building community.
  5. Facilitate the efficient management of the Warren Housing Commission and compliance with City Ordinance and State regulation by establishing the policy basis for management procedures, record keeping, and auditing.
  6. Ensure the fiscal stability of the Warren Housing Commission.
