GENERAL STATEMENT OF DUTIES: External support responsible for project management, plant training, safety and professional administrative duties associated with the Waste Water Treatment Division.

SUPERVISION RECEIVED: Work is performed under the direction of the Division Head.

SUPERVISION EXERCISED: Supervision is exercised over plant personnel assigned to assist.

TYPICAL EXAMPLES OF WORK: An employee in this class may be called upon to do any or all of the following:
Prepare, bid, review and formulate award recommendations for material procurement and contractor services related to the waste water treatment plant. This includes but is not limited to maintenance, chemical procurement, solids transport and disposal, safety training, technology upgrades and preventative maintenance.
Work closely with the Engineer, Electrical and Maintenance sections to coordinate project planning: in house vs contract vs large scale capital replacement
Oversees development, organization and execution of maintenance management activities. Responsible to establish written directives and or procedures alongside the Maintenance Foremen and Chief Operator.
Participate in development, organization and execution of operational procedures for permit requirements and emergency responses.
Responsible to establish written directives and or procedures alongside the Chief Operator.
Oversee contractor personnel, coordination between plant staff and outside parties, manage service agreements and vendor procurement. Responsible for verification of workmanship, performance, safety and quality control checks.
Ability to resolve contractor disputes, provide thorough cost tracking on projects and maintain accountability of all outside vendors or contractors that furnish material or perform work onsite.
Prepare and administer training programs for plant staff including but not limited to: safety compliance, regulatory compliance, operation of equipment and new technology.
Perform administrative duties and assist in budget preparation.
Oversee specific project assignments related to operation, maintenance and administration of the waste water treatment plant.
Review monthly operation reports and provide recommendations concerning major parameter changes.
Provide oversight to ensure compliance with the plant’s regulatory permits such as NPDES, ROP, air and MS4 permits.
Review standard operation procedures to verify they are consistent with various permit requirements.
Perform additional work as assigned.

DESIRABLE QUALFICIATIONS:

Thorough knowledge of waste water treatment principles and practices.
Considerable knowledge of applicable local, state and federal regulations related to effective compliance with all requirements set forth in the facility’s operational permits.
Ability to read, write and interpret technical drawings, schematics, specification and contract language.
Ability to work effectively with other employees, follow through on directives, ability to give clear directives and be a project manager for outside vendors and contractors.
Familiarity with administrative practices, governmental procedures, public speaking and ability to write effectively for both technical procedures and various correspondence.
Familiarity with potential occupational workplace hazards, implement best practices to mitigate crisis and be able to make sound decisions under extreme circumstances.
Proficient with MS Suite of software.

PRELIMINARY QUALFICIATIONS: An applicant shall possess, upon application, based upon the closing date of the posting, the following education and experience, or its satisfactory equivalent, as outlined and certified by the Office of the Mayor:

• High school diploma or G.E.D. equivalent.

• Possess and maintain a license to operate a motor vehicle in the State of Michigan.
• Driving record must meet City of Warren standards for insurability.

And one of the following requirement groupings:

• Possess a Class A Waste Water Treatment License.

OR

• Master’s degree in engineering, engineering tech, applied science, applied technology, trade school equivalent or closely relating field from an accredited university.
• A minimum of twelve (12) years’ experience in a Waste Water Treatment Plant, with eight (8) years supervisory experience within the twelve (12) years.
• Possess a Class D Waste Water Treatment License or willing to obtain within two (2) years of date of hire.

OR

• Bachelor’s degree in engineering, engineering tech, applied science, applied technology, trade school equivalent or closely relating field from an accredited university.
• A minimum of five (5) years’ experience in a Waste Water Treatment Plant, with five (5) years supervisory experience within the five (5) years.
• Possess a Class C Waste Water Treatment License or willing to obtain within four (4) years of date of hire.

OR

• A minimum of ten (10) years’ experience in a Waste Water Treatment Plant, with three (3) years supervisory experience within the last ten (10) years.
• Possess a Class C Waste Water Treatment License or be willing to obtain within four (4) years of date of hire.

Pay rate: $110,501/year (Flat)
